The effort JSOC, Ukraine, NATO etc. put into these 'disinformation' campaigns is eye-opening. And these organizations continue to spend, so, the campaigns must be effective. I saw what happened to the Spanish journalist - accused of treason no less.
The strategy must be to ferret out the worst offenders and make an example of them - creating fear in anyone coming onto the scene afterwards. I think the English did a great job with this tactic during Medieval times by putting the heads of dissenters on the pikes that lined the roads into the vanquished town/castle.
