Gaza checkpoint contractor is shell company of Wyoming-based 'generational wealth management' firm
Safe Reach Solutions is registered in Wyoming as a shell company of Two Ocean Trust, a competitor to Registered Agents Inc., and UG Solutions is founded by former undercover Army special ops soldier.

In a predictable fashion, The Washington Post was used to launder this publication’s scoop more than a day later. The new detail in The Post is that the shell company Safe Reach Solutions was founded by former CIA Special Activities Center chief Philip F. Reilly.
One of the two U.S.-based contractors set to operate a Gaza checkpoint, Safe Reach Solutions, is a shell company of the Wyoming-based generational wealth management firm Two Ocean Trust, LLC. The U.S.-based contractor Safe Reach Solutions was first reported as one of the two contractors, alongside UG Solutions, by The New York Times and Axios.
The OpenCorporates listing for Safe Reach Solutions, LLC — as well as the original incorporation documents with the State of Wyoming — listed the registered agent as Two Ocean Trust, LLC and the agent as McDermott lawyer James H. Cundiff. The two firms also share the same Jackson, Wyoming address.
When Two Ocean Trust’s head of private client Chris Norwine was reached by phone, he refused to comment on whether his company’s shell company, Safe Reach Solutions, was the same as the one reported to be operating the Gaza checkpoint. Mr. Norwine also stated that no one else at Two Ocean Trust would be willing to comment on the matter.

Mr. Cundiff is also publicly affiliated with Two Ocean Trust through a press release relating to the company’s role as a “qualified custodian” for digital assets such as cryptocurrency. The company’s CEO, Joel Revill, was also appointed a member of Wyoming’s “stablecoin” commission, the state’s rough analogue of the asset of cryptocurrency company Tether.
Despite the website for the Safe Reach Solutions contractor asserting its commitment to “transparency,” the website lists neither its legal name nor the names of any employees or board members. The “Who Is” entry for the website lists its registration as November 20, 2024 — one day before the legal entity Safe Reach Solutions, LLC was registered by Mr. Cundiff under Two Ocean Trust, LLC.
Searching through similar registrations by Mr. Cundiff in Wyoming further reveals that Silver Pheasant PTC LLC was registered through the same address as Two Ocean Trust and Safe Reach Solutions, but with CAPC RA LLC as the agent. The original articles of incorporation for CAPC RA LLC / CAPC Services LLC in Wyoming were signed on June 24, 2016 by “Bill Havre” of Registered Agents, Inc. (RAI) infamy.
An investigation published by The Washington Post in April 2022 in relation to shell companies and the Panama Papers concluded that “Bill Havre” was a pseudonym.
Two days before the registration of the domain for Safe Reach Solutions, Two Oceans noted in a public blog post that “we provide a unique custody solution that prioritizes security, transparency, and privacy,” further emphasizing that the company is uniquely able to provide “enhanced privacy protections” to clients whose assets are being managed.
Mr. Cundiff did not respond to a request for comment by voicemail. Neither did the email address affiliated with Safe Reach Solutions.
The other of the two reported American contractors, UG Solutions, is managed by former U.S. Special Forces soldier Jameson Govoni, who founded the company “Alcohol Armor” around roughly the same time as UG Solutions, in January 2022, according to his LinkedIn profile. He is also the founder and former chief operating officer of the special operations-branded counter trafficking organization Sentinel Foundation.
According to the “origin story” video published by Alcohol Armor to YouTube, Mr. Govoni is a “degenerate from Boston” who “joined the Army as fast as I possibly could to inflict pain on the people who inflicted pain on us.” The idea for the product was said to have been conceived while Govoni and his co-founder, Glenn Devitt, were operating undercover in Nicaragua. The two claim to have been required to heavily drink as part of maintaining their cover, with a need to quickly recover from the hangover to continue their jobs. “In the military, we’re hands down the worst drinkers in the fucking world. I’ve had my stomach pumped,” Mr. Devitt bragged.

Mr. Govoni did not respond to a request for comment through UG Solutions.
